Kelly A. Cahill is a Partner at Zukowski, Rogers, Flood & McArdle in Crystal Lake, where she concentrates in municipal and employment law. She serves as municipal attorney for the Villages of Algonquin and Deer Park and as counsel for the planning and zoning boards of the Cities of Genoa and McHenry. She also works with private developers engaged in the municipal development process in cities and villages not represented by the firm. These developers often are interested in annexations, zoning, subdivisions of property, and cellular telephone tower placement. She has written and spoken numerous times on local government. She is a member of the Illinois State and McHenry County Bar Associations. Stewart H. Diamond is a Partner at Ancel Glink, P.C., in Chicago where he concentrates his practice in representation of local governmental bodies. Mr. Diamond is the originating General Editor of the IICLE^® handbooks MUNICIPAL LAW AND PRACTICE IN ILLINOIS and ILLINOIS SCHOOL LAW and has participated in numerous seminars on these subjects. He is one of the authors of the ILLINOIS MUNICIPAL HANDBOOK, published by the Illinois Municipal League. He is also one of the authors of THE HANDBOOK ON ILLINOIS PARK DISTRICT LAW, published by the Illinois Association of Park Districts, and a handbook on township law. He has written many articles on local government law. He drafted one of the first contract and bylaws agreements for a comprehensive intergovernmental self-insurance pool in the United States and currently represents a large number of intergovernmental self-insurance pools. He has taught municipal law at Northwestern University Pritzker School of Law and is a Past Chair of the Illinois State Bar Association Local Government Law Section Council. He is the author of DIAMOND’S RULES OF ORDER,a set of parliamentary rules for governmental bodies and private organizations. In over 50 years of law practice, he has represented, as regular or special counsel, many governmental bodies in the Chicago metropolitan area and in other parts of the state. Mr. Diamond was educated at the University of Chicago, where he received both his A.B. and his J.D., and University College, Oxford, England.

Richard G. Flood is a Partner at Zukowski, Rogers, Flood & McArdle in Crystal Lake, where he and the firm concentrate their practice in the representation of municipalities. He has acted or continues to act as corporate counsel for the City of Woodstock and the Villages of Lake in the Hills, Johnsburg, Lakewood, Bull Valley, and Hebron. He also has represented the Lake in the Hills Police Commission. He and the firm act as special counsel to units of local government regarding exaction fees, cable television, and environmental issues. He lectures frequently on municipal law topics and has authored articles for the ISBA, the Illinois Municipal League, IICLE^®, the National Business Institute, and the Illinois Municipal Review. For several years, he has been named by his Illinois peers as a Leading Lawyer and a Super Lawyer in the areas of land use and family law. Kent M. Floros is a Partner at Chapman and Cutler LLP in Chicago, where he serves in the firm’s Illinois Public Finance Department. He also serves as bond counsel, underwriter’s counsel, and disclosure counsel in governmental purpose securities transactions. Mr. Floros routinely advises issuers, investment banks, commercial banks, and financial advisors on state law and federal tax law matters related to the structure and sale of governmental obligations.
